Randy Dowell serves as the Chief Executive Officer of the University Hospitals Authority and Trust. He was the Chief Financial Officer prior to his current appointment.

Before joining UHAT, he served the Oklahoma State Senate for seventeen years in numerous roles including Chief Operating Officer, Chief of Staff and Fiscal Staff Director.
