Clay Bullard is the chief executive officer of the Oklahoma Health Care Authority (OHCA), the Oklahoma agency responsible for the administration of Medicaid and state employee health benefits. He was appointed in 2025 by Gov. J. Kevin Stitt and was named chief health and mental health cabinet advisor to the governor.

For the past 25 years, Clay has worked for and started several medical companies. He has held positions with various domestic and international health care corporations and founded three medical consulting and service companies. During his career, Clay developed a platform for consulting and public speaking in the industry.

Clay’s experience spans multiple health care sectors, including long-term care, behavioral health, hospitals, government and physician clinics. His expertise includes implementing health care systems and policies and creating a new health care paradigm. This background gives him unique experiential insight into how government programs can guide actionable decisions and statutes.

In 2019, Clay was appointed to the Oklahoma Medical Board by Gov. Stitt. The governor also tapped Clay to serve as a consulting advisor to the Oklahoma Medical Marijuana Authority’s director and executive team from 2021-2023.

Clay earned his Bachelor of Science from Bob Jones University.
